We are looking for a Communications and Marketing Manager to join our team in Utrecht to lead on developing and implementing the overall strategic communications plan for the Challenge Fund, overseeing and managing all internal and external communications as well as the outreach action plan for the Fund. In addition, this position will be the main point of contact for the media with regard to the Challenge Fund.  

The Challenge Fund for Youth Employment (CFYE) is a 6-year and €114 million programme funded by the Dutch Ministry of Foreign Affairs, that aims to create a prosperous future for 200,000 young women and men in the Middle East, North Africa, Sahel & West Africa and Horn of Africa regions. The Fund will be supporting initiatives in 23 focus countries that will offer youth, in particular young women, opportunities for work that is demand-driven and productive, offering a stable income and safe working conditions, and that is contributing to their personal development and social protection.

Private sector, civil society and knowledge institutions will be invited to submit proposals geared to scalable solutions for creating more and better jobs and income generating opportunities for youth. Solutions will in particular focus on an integrated approach that addresses the shortcomings on the demand side (jobs) and supply side (skills) and bridging the mismatch between these two in the labour market.  
 
Public Relations
  • Develop and implement a media and public relations strategy as part of the overall communication strategy for the CFYE;
  • Develop and maintain good professional working relationships with Communications staff of the Client and Consortium Partners (VSO and Randstad);
  • Act as the main point of contact for the press and coach CFYE staff during interviews;
  • Draft and send out press releases and monitor the online landscape on behalf of the CFYE.
Internal Communications
  • Act as the focal point for all internal communications between the Team Leader, Deputy Team Leader, Challenge Fund Manager, MEL Manager and Project Manager;
  • Lead on all internal communications and specific regional or cohort consortium calls and the donor communications calls;
  • Manage the communications calendar and plan.
External Communications and Outreach
  • Manage the program’s website and oversee published articles and blogs;
  • Manage analytics of communications and feed into regular reports to donors about communications, including ownership of specific donor KPIs;
  • Lead social media channels (Facebook, Twitter and LinkedIn), soliciting inputs from participants and consortium members;
  • Align closely with Project Management team to ensure website is constantly updated;
  • Manage all programme communications across the consortium partners to a high degree of quality;
  • Work with the CFYE team in driving and steering programme outreach activities. Define key actors to be engaged, specific messages to be utilised in targeting, channels to be used and activities to be conducted as part of outreach.
Dissemination of Learning and Key Knowledge Products
  • Lead the development specific communications products to support the dissemination of learning and key knowledge products, including the production of videography, design and editing of case studies and coordination with videographer on the production of videos.
  • Support the dissemination of learning and knowledge products through various media channels, professional events and platforms, with a particular emphasis on the CFYE focus countries.
Programme Management
  • Ensure CFYE brand guidelines are met in all productions (internal and external);
  • Manage the communications and marketing budget;
  • Feed into the overall programme budget forecasting where relevant.
  • University degree in Marketing and Communications or Business Administration; Masters in the field is preferred;
  • Proven track in developing and leading the implementation of a communications strategy;
  • Experience using a range of communication techniques, including social and digital media, as well as traditional channels;
  • Engagement with private sector, social enterprises, not-for-profits, start-ups, accelerators and / or incubators in developing countries;
  • Good understanding of donor funded programmes and strong affinity with international development;
  • Experience of working with a range of stakeholders including civil society, private sector organisations or government agencies;
  • Excellent written and spoken Dutch and English (Ability to communicate in French and/or Arabic literacy would be an asset);
  • Excellent report writing and numerical skills. 
  • Demonstrated ability to work under pressure with limited guidance;
  • A positive, flexible attitude to work including the ability to multi-task and work in a team environment.
  • University degree in Marketing and Communications or Business Administration; Masters in the field is preferred;
  • Proven track in developing and leading the implementation of a communications strategy;
  • Experience using a range of communication techniques, including social and digital media, as well as traditional channels;
