The Humanitarian and Stabilisation Operations Team (HSOT), contracted by Palladium International Ltd, provides the Department for International Development (DFID) with humanitarian services and the UK Governments Stabilisation Unit (SU) with stabilisation support.

We are recruiting for Cash Adviser's to provide technical support to DFID
in delivering targeted humanitarian response interventions and contribute to relevant policy developments. The role is to  provide specialist advice, analysis and disaster response support to UK Government officials and oversee the management and evaluation of humanitarian cash assistance programmes in the field.

This is an opportunity to join the HSOT roster working on  a consultancy and FXTE  basis with DFID on assignments either in Whitehall or for deployments with country offices
 
Key Responsibilities
  • Making recommendations to DFID  for programmes In line with the DFID humanitarian policy, and response strategy
  • Providing programming guidance and engaging with the country offices to scale up cash assistance and linkages with social protection systems in line with the, principles on cash assistance.
  • Advising DFID and partners on the use of appropriate and contextualised cash assistance methodologies;
  • Provide guidance on the integration of cash assistance into other sectors as appropriate, as well as on the linkages with social protection systems;
  • Supporting the design and implementation of monitoring and evaluation of DFID funded programmes, with a focus on delivering system-wide, partner-specific results and value for money; to measure the impact of cash assistance, and build capacity of implementing partners;
  • Provide senior level support, to include technical reviews of implementing partner reports against agreed aims for cash assistance programmes and/or projects, flagging and following up on areas of concern;
  • Identify and support the establishment of accountability and feedback mechanisms.
  • Supervise and monitor the development of reporting systems for data collection, interpreting data
  • Participate in and support international coordination mechanisms as required;
  • Liaise with relevant departments, partners and country offices, which may include providing expert humanitarian input into briefing and communications;
  • Liaise closely with implementing partners including multilateral agencies, non-governmental organisations, civil society organisations, and private sector;
  • Establish a system for tracking response results attributable to DFID
 
 
 
Key Requirements
 
  • Ideally a master’s level qualification (or equivalent) in a related subject;
  • Experience linking humanitarian cash assistance with national safety nets and social protection systems; 
  • Excellent command of spoken and written English.  Knowledge of Spanish, French and or Portuguese desirable
  • Substantial demonstrable experience working in an advisory capacity;
  • Proven strategic and operational expertise, knowledge and experience in the design, implementation and management of cash assistance programs in humanitarian settings and emergency interventions;
  • Significant field-based experience in rapid onset disaster/complex emergency settings working with UN, Red Cross/Red Crescent Movement, INGOs and/or donors;
  • ;
  • Experience monitoring and evaluating cash assistance programmes and/or projects, using evidence to inform policy and decision making;
  • Prior experience in conducting humanitarian needs and risk assessments, analysing diverse information and developing recommendations for appropriate responses;
  • Practical experience of the cluster approach at country and global level;
  • Computer literacy; proficiency in windows office suite.
  • Advanced information management and reporting skills;
