The Investment Specialist will be responsible for unlocking commercial capital for investments in undercapitalized countries and sectors. The Investment Specialist will design and oversee interventions (including co-investment, research, and technical assistance) that improve the risk-return profile of businesses to develop and execute a pipeline of investor-grade deals in target markets including frontier and conflict-affected countries. The Investment Specialist will be a key member of the USAID-funded $250 Million CATALYZE project, which will mobilize $2 Billion in blended finance to target sectors and countries over an eight-year period.
Lead and support delivery of investment expertise
  • Engage with a broad network of stakeholders including businesses, financial intermediaries, NGOs, and service providers to develop a pipeline of investor-grade deals (or deals that could be made investor-grade with blended finance interventions)
  • Provide direction and guidelines to technical teams and implementing partners in the development and execution of a robust pipeline of innovative financing transactions
  • Contribute to the establishment of eligibility criteria and lead implementation of criteria for ranking and selecting opportunities to support
  • Develop and maintain relationships with a network of investment support providers and potential investors
  • Provide technical and managerial inputs, guidance and oversight to project partners
  • Support quality assurance of Palladium’s services and deliverables
  • Engender new approaches and innovate in blended finance through research; networking; and rigorous monitoring, evaluation and learning
  • Contribute to research, analysis and publication of technical studies, case studies, policy and program briefs to demonstrate thought leadership
  • Identify, build, and maintain relationships with consultants and partners who can provide technical expertise
  • Other duties as required
Lead and support project management
  • Lead or contribute to project work planning, budgeting, progress and financial reporting
  • In close collaboration with the Executive Director, CATALYZE, and Program Manager, manage sub-awardees and consultants, both international and local, to ensure that their performance meets or exceed technical and financial contractual requirements
  • Identify project performance and contract issues and lead or support their timely resolution as appropriate
  • Use an adaptive management approach to advise project senior management to quickly adopt and scale cost-effective strategies and activities
  • The role reports to the Executive Director, USAID CATALYZE
  • The role will be required to liaise closely with Project Director, Program Manager, field staff, home office staff, implementing partners, and clients
  • The Investment Specialist is a member of the Economic Growth Practice, Americas Business Partnership, Palladium International LLC.
Highly desirable candidates will have
  • Master’s degree in a relevant field
  • Minimum of 8 years of relevant work experience
Key competencies and professional expertise required
  • Relevant experience and proven technical excellence in the inclusive finance and impact investing field, a large proportion of that being in a transaction environment
  • Technical expertise and experience in one or more of the following:
    • Blended Finance and Impact Investing (including, but not limited to, social & development impact bonds);
    • Payment for Results models and Pay-for-Performance incentives;
    • Financial Institutions and Funds Management;
    • Market-based approaches, including Making Markets Work for the Poor (M4P), ideally in social and economic sectors; and
    • Challenge Funds
  • Proven success leading or supporting deal closure of complex investments
  • Strong relationships with local, regional, and/or international investors
  • Familiarity with relevant ecosystem actors including DFIs, international impact investors, local financial intermediaries, transaction advisors specializing in frontier markets, USAID and other donors
  • Excellent written and verbal communication skills
  • Working proficiency in Spanish or French (preferred)
  • Sound client relationship and people management skills
  • Sound problem solving, business judgement, and decision-making skills
  • Willingness to travel and work abroad a minimum of thirteen weeks per year in developing countries and elsewhere
