Palladium is seeking a consultant(s) to provide ad-hoc, timely research, advice, and review of health reforms and health financing policies. 

Period of Performance:  Palladium expects to select consultant(s) under a long-term blanket purchase agreement, issuing specific tasks as needed for specific projects generally based on a fixed daily rate.  The end date of the blanket purchase agreement is expected to be August 2020.  Each specific task length will vary according to need. 
Scope of Work
The selected consultant(s) will provide research, training, analysis, and other advice in the area of health reforms and health financing policies in developing countries including but not limited to Kenya, Nigeria, and Indonesia.  Tasks are expected to include the following:
  • Developing tools/products and evidence-based methodologies for local governments (national and sub national), civil society, and private health sector on implementing costing and cost-benefit analysis on health reforms, as well as business case and financial analysis;
  • Training local government, civil society practitioners, and private health sector on implementing costing and cost-benefit analysis on heath reforms, as well as business case and financial analysis;
  • Providing training and guidance to local government (national and sub national) on the methodology for research and evidence-based review of healthy financing options and cost-benefit analysis;
  • Conducting costing analysis on potential health reforms;
  • Collecting and reviewing relevant policy documents and engaging with local stakeholders to understand current health financing policy context to develop policy recommendations as well as tools, policies, manuals, and guidelines to improve local government health financing.
  • Editing, advising and/or writing high quality reports on potential health reforms and health financing policies;
  • Facilitating meetings, workshop and/or seminars with local governments (national and sub national), civil society, and private health sector to review health financing options and cost-benefit analysis outcomes and/or methodology; and
  • Researching and outlining health financing policy options for local governments (national and sub national).
  • Review the health market in a given country to analyse potential private sector partnership opportunities, including leveraging private sector financing for health.

  • Cover letter with information addressing experience in health report and health financing policies, including research and training

Required Qualifications:
  • Experience working with government health systems at national and provincial levels on health reforms and health financing policies;
  • Experience in Health programming management and/or implementation;
  • Experience working in mixed public-private health systems; strong understanding of private sector partnership mechanisms and opportunities.
  • Strong ability to multi-task and to handle complex programming challenges;
  • Strong networks in the health sector;
  • Excellent writing, speaking and oral communication skills in English; and
  • Qualifications at Masters level relevant to scope of work.

Note:  Once a consultant(s) has been selected and a contract issued, if international travel is required for completion of work, Palladium expects to directly pay for the travel.
