The USAID-funded Health Policy Plus (HP+) project in Nigeria is seeking a short-term consultant to provide technical support to the development of a new project workplan to support select Nigeria states in the roll-out of the Basic Health Care Provision Fund (BHCPF), among other health finance-related activities (i.e. fiscal space analyses, resource mobilization plans, etc.). Specifically, the consultant will accompany HP+ Nigeria staff to workplan development meetings with key state-level stakeholders. At those meetings, the consultant will offer technical inputs and suggestions and work with the larger HP+ Nigeria team – in Abuja and Washington DC – to collate those inputs and write a detailed, technically-sound workplan. In addition to meetings with stakeholders, the consultant may attend other meetings and working sessions with HP+ Nigeria staff in Abuja or remotely, via phone or Skype, with HP+ staff in Washington DC.
  • Participate in all workplan development meetings and sessions – either in-person in Abuja or virtually, via Skype or phone, with Washington DC-based staff.
  • Provide written inputs, in the form of comments or narrative summaries, on workplan development outlines or drafts.
  • Offer technical expertise and guidance on the core workplan activity areas and themes.
  • Assist with any other tasks or inputs that contribute to the production of a final workplan.
  • Strong technical knowledge in health finance; knowledge and understanding of the BHCPF, state health insurance schemes, and primary health care in Nigeria strongly desired.
  • Excellent communication and writing skills.
  • Flexibility to work within tight deadlines and respond to urgent requests.
  • Willingness and availability to attend all workplan development meetings.
  • Masters Degree in Health Economics or equivalent  
  • 5+ years of relevant work experience 
  • Attendance at all workplan development meetings with HP+ Nigeria staff, key state-level stakeholders, and HP+ staff based in Washington DC.
  • Detailed written comments, inputs, or other narrative summaries on workplan outlines or drafts.
  • Other technical inputs and suggestions on workplan development
  • Required submission of a Cover Letter
